I don't know what the wonderfull LSB ( linux standard layout ) says, but
I can hardly find 2 distributions that use the same layout for apache2.
This is absolutely crazy and very painfull. Every linux distribution
belives they know Apache better than the people who write the server- and
mess up the directory structure and even file names to whatever they feel.

Probably the only good solution ( at least for jk ) is to post a big
announce that apache provided by linux distributions is not supported and
considered broken.
